Η δημοσιονομική πολιτική του βυζαντινού κράτους ήταν μάλλον ο σημαντικότερος παράγοντας όσον αφορά τον καθορισμό του ατομικού καθεστώτος. Είναι οι αλλαγές σε αυτόν τον τομέα που δημιούργησαν τον 11ο-12ο αι. την τεράστια υποτελή τάξη των παροίκων. Ταυτόχρονα, η παλιά άρχουσα ελίτ των μεγάλων γαιοκτημόνων αναδιαμορφώθηκε για να δημιουργηθεί η τάξη των αρχόντων, η θέση και ο πλούτος των οποίων εξαρτιόταν πολύ περισσότερο από ό,τι πριν από τον αυτοκράτορα.
