Αυτό το ερευνητικό πρόγραμμα εστιάζει κυρίως στη μελέτη των κρατικών θεσμών του μέσου Βυζαντινού κράτους. Εξετάζονται τα διάφορα κρατικά αξιώματα, το σύστημα των τίτλων και η κρατική ιεραρχία αλλά και η επαρχιακή διοίκηση του Βυζαντίου με την εστίαση σε συγκεκριμένες περιοχές της Ανατολικής Μεσογείου, και εντέλει η όλη εξέλιξη της διοικητικής δομής του Βυζαντινού κράτους.
